Deputy City Manager Lisa Reynolds and staff described the request as consistent with city goals and confirmed that Mid-America Regional Council provided a grant to help ready the property; the council noted MARC has recognized the project as a Head Start partner. Council Member McCandless said the center will help meet community demand for high‑quality preschool and moved approval.
