Council presses for limits on camera-network data sharing after regional disclosures

Blue Island council members on an evening meeting discussed the city’s participation in a regional “block safety” camera network and pressed staff for written parameters about how footage is shared and who may access it.
Council members said the city initially agreed to install eight cameras and later added more. A staff member described how agencies that join the system must sign a declaration to follow statewide Illinois policies and said the network currently restricts access to agencies inside Illinois.
“A lot of tools, and we want them. But I also want to make sure that we don't get locked it up as tight as we possibly can,” one council member said during discussion. Another asked for a written summary of where “the information is and isn't going.”
A staff member representing the camera program responded that agencies must sign a declaration page committing to Illinois policies, and that noncompliant agencies are removed from the network. “So right now, we only share with Illinois municipalities. We don't share with federal agencies or anything outside the state,” the staff member said.
Council members cited recent publicity around another city’s sharing of footage with federal agencies as a reason for caution. One council member requested the city provide a written outline of data-sharing parameters before the council takes a final decision on renewing or consolidating camera agreements.
The council did not take a formal vote on the camera-sharing agreement during the public session. Staff said the city currently has a short extension while the council decides whether to consolidate the camera agreements into a single annual contract later in the year.
Council members also asked staff to check how data re-sharing would be controlled at other participating municipalities. The staff member said they would need to investigate how a party might redistribute footage once it leaves the city’s control and reiterated the system’s current Illinois-only access restriction.
The discussion closed with members asking for a written summary of access restrictions and policy commitments to be provided ahead of a future decision.
