Redevelopment authority supports land swap with Bellevue to clear title for JBS development site

The Redevelopment Authority voted to support a jurisdictional detachment and attachment with the Village of Bellevue that would transfer a small portion of land now inside the city (a corner of the Walmart parcel) to Bellevue and bring roughly 3 to 3.5 acres of the JBS development site into Green Bay.
City staff said the swap corrects irregular jurisdictional lines that currently split parcels and allows the RDA — which owns the JBS site land donated by JBS — to move forward with planned roadway, stormwater and three future housing lots. Will, the presenting staff member, told the board the Walmart parking-lot parcel is valued at about $2 million and that the swap is expected to be roughly a wash in taxable value once the JBS area is developed.
Will said the city has coordinated with Bellevue and with Walmart corporate; the item will still require approvals by plan commissions and city council as part of the formal transfer process.
The authority approved a resolution of support for the detachment/attachment on a voice vote.
Members described the action as a cooperative correction of boundary anomalies intended to facilitate housing development on the JBS parcel and to clarify maintenance responsibilities for roadway and stormwater features after development.
