The Caswell City Planning Commission on Oct. 9 approved a conditional use permit for Rhino Landscape and Design, allowing owner Jeff Nielsen to operate a contractor-based landscaping business from his home at 1061 South Suncrest Lane.
Planning staff told the commission the business will be run from the home for administrative operations only, with no employees or customers coming to the residence and no materials stored there; work and deliveries will be made at job sites. Staff recommended approval under the requirements for a Major B home occupation and the applicable city code, provided the applicant meet conditions listed in the staff report.
Staff described the business as a full-service landscape contractor offering designed builds, sport courts, pergolas, artificial turf, outdoor kitchens, hardscapes, pools and spas, and ongoing maintenance. Staff said Nielsen does not currently own heavy equipment and that, if needed in the future, he expects to keep one truck and one trailer and to store vehicles in the driveway or designated RV parking.
Commissioner (unnamed) moved to approve the conditional use permit "as per the recommendations of the staff and as listed in the staff report," the motion was seconded, and the commission voted in favor. Commissioner Calder was among those recorded voting yes; the motion passed.
Planning staff said they will send Nielsen the conditional use permit letter and finish the approval process by email so he can complete his business licensing steps with the city. The staff also noted Nielsen must comply with the Utah Division of Occupational and Professional Licensing requirements and then obtain the city business license to operate legally.
The commission did not discuss any formal amendments to the permit during the meeting, and no public objections were reported in the record.
