Pembroke Park approves up to $276,500 for phased roadway, parking and facility paving

The Town Commission of the Town of Pembroke Park voted unanimously on Sept. 10 to authorize a not-to-exceed $276,500 contract with All County Paving to perform roadway, parking and facility pavement improvements.
The work, presented by Jeff Odoms, the town’s public service director, covers a list of streets and town properties including portions of 50 Second Avenue, 30 Sixth Court, 40 Eighth Avenue, Carolina Street, portions of Fifth Street, South Park Road and parking areas at Pembroke Park Town Hall. Odoms said the “total expenditures for this project is $276,486.10, rounded to a not-to-exceed amount of $276,500.”
Odoms told the commission the town used a piggyback procurement off a 2023 Hallandale Beach RFP; the Hallandale contract was reviewed and approved by the town attorney on Aug. 27, 2025. He said the vendor quote was deliberately broken into separate line items so projects can roll forward incrementally.
The commission and staff emphasized sequencing the work to avoid redoing repairs when larger capital or stormwater projects arrive. Odoms said some corridors, such as South Park Road, will receive more extensive work because larger defects were observed, while 50 Second will receive spot repairs and striping refreshes pending further investigation of a localized road depression and drainage problems.
Commissioners and members of the public pressed staff on drainage, subsurface leaks and coordination with the town’s stormwater master-plan projects and other future construction. Odoms said the town has retained Southeastern (engineering) to investigate a sink/road depression and that the resurfacing work will be coordinated with EPA and longer-range stormwater designs where feasible.
The purchase uses the Hallandale Beach contract’s terms; the town attorney confirmed that agreement “generally” contains convenience/termination provisions. During the meeting staff noted the Hallandale agreement allows termination for convenience on 30 days’ notice.
The commission approved the contract, with the chair calling the roll and each commissioner voting yes.
The town will proceed with the work in phases and said staff will provide timelines and updates as projects are staged and as the engineering investigation for the sinkhole/dip is completed.
