The Murray City Municipal Council voted 5–0 Oct. 7 to authorize the city to enter a parking agreement with Rockworth Companies that will provide employee parking at a development property once Rockworth completes conveyance to its ownership.
City staff said the deal grew out of a prior development agreement and originally contemplated shared-hour parking. As negotiations continued, both parties agreed the simplest approach was to dedicate the identified spaces for city employee use around the clock to avoid liability and scheduling complications.
City staff said 32 spaces were anticipated in earlier discussions; the parking agreement gives the city continuous access to the developer-provided spaces and resolves questions about operational responsibility for incidents, insurance and enforcement.
The agreement is contingent on Rockworth becoming the property owner; staff said the conveyance was under title review and expected "any day now." Staff recommended that council approve the resolution authorizing the city to enter the agreement concurrently with the property conveyance.
Council members asked whether the city could allow nonemployees (for example, residents attending evening events) to use the spaces; staff said that would be an administrative decision for the city to make. Council discussion also noted that a gate or access control could be used to manage access, and that staff would decide gating and access policies after the conveyance.
Council member Pickett moved adoption of the resolution; Council member Turner seconded. The roll-call vote was 5–0 in favor.
