TCEQ releases 2024 municipal solid waste summary; staff outlines reporting deadlines and compost-rebate review

TCEQ staff presented highlights from the 2024 municipal solid waste annual summary, including disposal and diversion figures, and announced reporting deadlines, an upcoming compost-rebate review meeting and other program updates.
Megan Henson, section manager for municipal solid waste permits at the Texas Commission on Environmental Quality, told the council the agency's 2024 annual report is available and summarized key figures on Sept. 26.
"We had 206 active landfills that reported last year and over 41,000,000 tons of waste were disposed," Henson said. "And on the upside over 2,000,000 tons were diverted from those landfills."
Why it matters: The report gives regulators and local governments a snapshot of statewide disposal, diversion and capacity. Henson told the council statewide remaining landfill capacity is about 51 years and that municipal solid waste made up roughly 62% of the waste stream reported to the agency; construction and demolition (C&D) debris was about 23 percent. The report lists facilities by council-of-governments region and includes maps and facility lookup instructions.
Henson also briefed members on operational updates: the MSW permits section has one vacancy and is processing roughly 20–26 permits under review and six registrations. She said 2025 reporting is underway, a reporting webinar held last month drew more than 180 attendees, and the agency has been sending reminders ahead of the Nov. 10 annual-report deadline.
The council's business and program services representative announced a virtual meeting to review three years of compost-rebate program data on Oct. 28. Melissa (speaking for Santos) said the meeting will review reporting completeness and confirm composting plans remain current; the session is open to program participants and interested stakeholders. Staff said they will send the Teams meeting link to council members.
Other housekeeping: The council noted four elected-official vacancies on the council, discussed conference and trade-fair scheduling including Trade Fair 2026 in San Antonio, and approved the July meeting highlights with a vote that recorded an abstention by council member Steve Shannon.
