Lawrence County commissioners on Oct. 7 approved several budget transfers, including a $500,000 transfer from the county’s opioid settlement contingency into miscellaneous allocations and a $23,174 transfer from capital expenditures contingency into the sheriff’s vehicle capital line.
County officials said opioid-allocation dollars are not tax revenues but funds received through legal settlements; the $500,000 transfer will be applied to miscellaneous allocations as directed by the commissioners. The board also approved smaller, department-level transfers: Domestic Relations moved $450 from materials and supplies to uniforms; District Judge Cartwright (Elmwood City) moved $300 from contingency to equipment lease; Information Technology moved $1,400 from contingency into telephone and Internet; Central Court moved $2,500 from contingency into materials, supplies and staples; and Tax Claim moved $400 from contracted consultation to maintenance and repair.
Commissioners consolidated those votes after staff presented the items and approved them by roll call. Separately, the board approved resolution 321 transferring $23,174 to the sheriff’s vehicle capital account. County staff said some transfers respond to equipment and operational needs identified during the fiscal year and that the opioid funds come from settlement distributions rather than county tax levies.
No additional policy changes associated with the transfers were enacted during the meeting; staff will post detailed line-item adjustments in the county’s financial documents.
