The Landmarks Preservation Commission approved a one‑story rear addition at 3611 Blackstone Road in Randallstown after the applicant revised an earlier two‑story proposal that the commission had denied.
Staff reminded the commission that the September application for a two‑story rear addition had been denied over concerns about stormwater runoff, removal of historic dormers and excessive scale and massing. The applicant returned with a smaller one‑story plan: a low‑slope hyphen and a 16×26 foot single‑story addition clad in board‑and‑batten Hardiplank with four windows and a centered French door. "The plan is much improved," one commissioner said, but commissioners raised a technical concern about where roof water would collect where roof planes meet and asked the applicant and architect to resolve a large valley/cricket that could create a chronic leak.
The commission voted to approve the revised one‑story plan and asked the owner to submit final documentation to staff. Staff requested that final drawings on file show the intended vertical siding treatment and any minor roof plan adjustments so permit reviews match the LPC approval.
The commission issued a certificate of appropriateness contingent on the owner filing final elevation drawings with staff and addressing the drainage detailing prior to permit application.
