Clawson — The Clawson City Council on July 15 voted unanimously to award the fiscal-year 2024 Community Development Block Grant (CDBG) sidewalk ramp contract to Great Lakes Contracting LLC of Waterford, Michigan.
Council approved the low bid of $26,789.90 plus a 10% construction contingency of $2,678.99, for a total award of $29,468.89. City staff told the council the city was awarded CDBG funds for the work (the record shows awards of $30,000.01 and $30,188 as noted in the staff report) and recommended the contract because of the bidder's prior work in Clawson.
City staff described the project as removing and replacing existing public sidewalk ramps to comply with current Americans with Disabilities Act standards at the intersection area of South Custer Avenue and Madison Avenue. A staff presenter noted the project will replace ramps where they already exist rather than add new ramps.
Council members asked whether the city would need to return any unspent funds to the county and about the number of ramps at the odd intersection. A staff representative explained that past projects often came in under budget and that unused CDBG funds had been reprogrammed to supplement later projects; "you're able to roll it forward," the staff presenter said. Staff reported seven bids were opened on July 8 and recommended award to Great Lakes Contracting based on price and prior performance.
Roll call on the motion recorded all "yes" votes: Mayor Paula Millan, Mayor Pro Tem Moffitt, Council member Scott, Council member Shepherd and Council member Anderson.
The council approved the consent to award the contract and the recommended construction contingency. Work is expected to proceed under the CDBG grant terms and the city's contracting procedures.
