Borough staff recommended the assembly approve a two-year lobbying services contract with Hickey & Associates at $45,000 per year, saying the firm has represented the borough in Juneau for 25 years.
The contract matters because a local lobbyist coordinates the borough’s capital priorities, monitors state rulemaking and helps secure discretionary and bond funding that affect Kodiak projects.
Manager Amy Williams introduced the proposed contract, noting Hickey and Associates first began representing the borough in 2000 and the current contract expires Dec. 31, 2025. The proposed replacement contract covers two years at $45,000 annually, for a total contract value of $90,000. Mark Hickey was present in the work session and answered questions about general priorities and the fiscal landscape.
Assembly members did not take a formal vote in the work session; staff asked permission to move the contract forward for action on the regular meeting agenda.
