Council sends Emerson Forest stub-street vacation to third reading
Summary

The South Bend Common Council on Sept. 8 advanced Ordinance Bill 50-25, which would vacate an east–west stub street in the Emerson Forest Section 1 subdivision, sending the matter to third reading after a favorable committee recommendation.
Chris Gadlowski of Avon Marsh Consultants spoke for the petitioner and said the stub street was part of an older primary plat but will be relocated several hundred feet south in the revised plat to better accommodate topography. He said the change will still provide the planned connector loop on the east side of Emerson Forest Parkway and that the original stub is undeveloped, without utilities and not practically usable in its current location.
No members of the public spoke for or against the petition during the hearing. Council members noted the Board of Public Works previously recommended a favorable outcome.
The committee of the whole issued a favorable recommendation; the council recorded an 8–0 roll call in favor of sending the bill to third reading. The third reading later passed with recorded ayes and no opposition.
