Zoning committee advances special-exception request to reopen longtime auto shop at 1527 S. Michigan

The Zoning & Annexation Committee on Aug. 25 voted to advance a special-exception petition allowing a minor vehicle-service use at 1527 South Michigan St., sending Bill 40-25 to the Committee of the Whole with a favorable recommendation.

Tim Estelle, the city's zoning specialist, said the site previously housed an automobile dealership and that the Board of Zoning Appeals recommended approval because the building and lot were developed for automotive uses. The petitioner said they have invested in property improvements, including a $30,000 rubber roof and new exterior doors, removed overgrown vegetation and debris, and conducted outreach to neighborhood groups.

The petitioner said the planned services would focus on "minor" vehicle service (oil changes, basic repairs, diagnostics) and that, after community feedback, they will give preference to services described as more "eco-friendly," such as tire services or window tinting, to limit hazardous materials and neighborhood impacts. The petitioner also said they applied for a facade grant to repaint the exterior, replace siding and improve lighting and signage.

Committee members asked whether the preference for certain services would be a written condition or a less formal commitment; staff noted special-exception approval triggers specific site standards (landscaping, streetscape trees, lighting) and physical improvements, but that the zoning approval is for the "vehicle service minor" use. No public speakers registered for the hearing. A motion to forward the bill with a favorable recommendation passed by roll call; the measure goes next to the Committee of the Whole.
