Council awards final interior finish contract for senior center to NorthStar Elite

City council authorized the city manager to execute a construction agreement with NorthStar Elite Construction and Consulting to complete interior finish work at the senior center.

James Neely, the city's park superintendent, reviewed the procurement history for the senior center property at 190 Walker Place Boulevard. City records in the meeting packet show the city purchased the property in January 2024 for $385,000 and previously executed multiple construction agreements for other phases of the project. Staff solicited bids for the interior finish work (Bid No. 20251054); three bids were opened on July 2: NorthStar Elite Construction and Consulting ($715,500 per the bid tab), Texas Home Pro ($846,686.40) and Seneca Construction ($955,400). The architect recommended awarding the work to NorthStar. Following council discussion and a clerical adjustment requested by a councilmember, the motion authorized a contract in the amount of $715,383.

Councilmembers asked whether Texas Home Pro'which completed prior mechanical, electrical and plumbing work on the project'had been considered for the interior work; staff said the interior scope was bid separately and the lowest responsive bid was from NorthStar. The motion to authorize the agreement was made by Bonnie Hart and seconded by Rita Hogan; council approved the motion by voice vote.

Neely said design and bid documents and the architect's recommendation were part of the agenda packet. The city manager and public works staff will execute the contract and coordinate with the existing mechanical, electrical and plumbing contractor for on-site coordination.

No dollar change orders or start dates were announced at the meeting; staff said they would return with schedule details and any contract amendments if required.
