Copperas Cove EDC board budget, bylaws approved by council

The Copperas Cove City Council on Tuesday approved the Copperas Cove Economic Development Corporation's FY2025'26 budget and accepted the EDC board's revised bylaws.

Sean Stevens, assistant executive director of the EDC, presented the board-approved FY2026 budget, reporting total income of roughly $1.4 million and proposed expenditures of about $1.16 million. Stevens said the EDC budget increases support for personnel, marketing and entrepreneurial programs; it includes a $25,000 facade improvement grant, $50,000 for workforce development, a $2 million infrastructure investment at the Narrows Business Park 2 (28 acres on Mashburn Drive), and $500,000 for infrastructure improvements.

Council moved and approved Resolution No. 2025-18 adopting the EDC budget as presented; the motion passed on a voice vote. Stevens also asked council to approve amended EDC bylaws. He told the council the EDC board had reviewed the bylaws earlier in the year, requested revisions, and on July 30 approved the revised bylaws. Council approved the bylaws as presented.

Stevens said the EDC will continue to focus on small-business support, Shop Cove (a home-based vendor market program), workforce events and incentive-based growth. The EDC also plans a new office building design on Patriot Circle and ongoing work to bring EDA-funded infrastructure to Narrows Business Park 2.

Council asked no substantive questions at the meeting and approved both the budget resolution and the bylaws.
