District reports compliance with Division 22 standards; seed survey and new administrative standards highlighted

Assistant Superintendent Michelle Nee told the board that Douglas County SD 4 is in compliance with Oregon’s Division 22 standards for the 2024–25 school year and outlined several rule changes districts must implement in coming years.
Nee said Division 22 encompasses rules adopted by the State Board of Education that set baseline educational standards, including diploma requirements, instructional time, complaint procedures and plans for substance-use prevention. “Happy to report that we are in compliance with all Division 22 standards for the 24–25 school year,” she said.
Nee highlighted waivers and upcoming changes: waivers of essential skills graduation requirements remain in effect through the 2027–28 school year, and districts must now implement planned K–12 social-emotional learning programs and required 9–12 instruction in personal finance, career-path skills and higher-education content. She also described a new requirement that districts administer the SEED student survey during the statewide assessment window; parents and students may opt out. The district must also incorporate the ELPA screener for new English-language learners into the OSAS component and align administrator-evaluation systems to updated professional standards by Sept. 30, 2027.
Why it matters: Division 22 standards are the state’s floor for services and programs; compliance affects eligibility for state funding. The SEED survey and new administrator standards will change what districts collect and how leaders are evaluated.
Board questions and clarifications: Directors asked about opt-out rules and test time. Nee said the SEED survey is administered in the spring during the OSAS testing window, covers grades 3–12 and typically takes “about 15 or 20 minutes” depending on age. She also confirmed that the district will submit its Division 22 assurances to the Oregon Department of Education by the Nov. 15 deadline.
Ending: The board accepted the Division 22 assurances and directed staff to post the report on the district website by Nov. 1 and to submit required assurances to ODE by Nov. 15.
