Council declares emergency, approves $60,700 contract to repair collapsed drainage channel on East Stump Street
East Ridge City Council voted to declare an emergency and approved a $60,700 contract with Brown Brothers Construction to repair roughly 100 linear feet of collapsed concrete drainage channel and stabilize the adjacent roadway on the north side of East Stump Street at 4201 East Stump Street.
City staff reported that the concrete u‑channel and adjacent roadway suffered a partial collapse during intense rainfall in August. The city engineer and streets department recommended immediate repairs because additional heavy rain could cause further erosion, endanger the roadbed and create upstream flooding hazards. The contract includes reconstruction of the failed channel segment and measures such as structural braces and weep holes to stabilize the conveyance and prevent future failures.
City Manager Miller told the council that if another intense rain event occurs before repairs, the roadway could erode more and the channel obstructions could create additional flood risk. The requested contract amount reflects emergency mobilization and the required scope to restore flow and stabilize the road right‑of‑way.
Council unanimously approved the resolution (roll call yes 5, no 0). Staff said the streets department had verified the damaged channel lies inside city right‑of‑way and the work will be scheduled immediately to reduce risk to motorists and nearby properties.
