The Monticello City Council approved an ordinance to accept a jurisdictional transfer agreement for Monticello Road East following annexation of adjacent territory.
City staff explained that when the city annexes property that includes roadway within the annexed area, state law and local procedure require documentation transferring jurisdiction and maintenance responsibility. Staff referenced the Illinois Highway Code and cited statutory sections in the staff report (transcript references: 65 ILCS 5/7-1-1 and 65 ILCS 5/6-203).
Staff said the transfer is largely a paperwork exercise to ensure the city assumes authority over the right-of-way and can provide municipal services. Council members discussed related issues such as whether speed-limit adjustments would remain under county or city control once jurisdiction transfers and noted that the county’s GIS had previously shown the road as transferred even though no formal acceptance had occurred.
The council approved the JTA by roll call. Staff said the agreement is separate from any speed-limit ordinance and that the county retains authority over its roads until transfer is complete; the transfer clarifies maintenance and operational responsibility post-annexation.
