The City Plan Commission voted to approve a request to vacate approximately 1.45 acres of Holstein Road right-of-way north of I‑10 and west of Zaragoza Road to allow a proposed subdivision and a separate self‑storage parcel.
Alonso Hernandez of Planning and Inspections presented the request, saying notices were published in the El Paso Times and mailed to property owners within 200 feet; the planning division reported one phone inquiry and recommended approval of the vacation to facilitate the proposed subdivision.
Connor Conde, representing the applicant, said the original plan had contemplated a rezone for self‑storage but that neighborhood requests led the developer to split the project into a residential component (about 12 lots) fronting the interior cul‑de‑sac and a buffered self‑storage area facing Zaragoza, with the Holstein right‑of‑way to be vacated so Holstein would not be extended through the neighborhood.
A resident, Deborah Torres, testified at the public hearing that the fence and the vacation protect the neighborhood from activity related to bars and that she opposed the vacation because of safety concerns and noise; Commissioners discussed the buffer and the separation between the proposed self‑storage and the residential lots.
The commission approved the vacation after a motion, with the roll call showing most commissioners voting aye and Commissioner Rodriguez recorded as voting nay.
