The City of Middletown Community Development Agency voted to transfer ownership of 135 Linden Avenue back to the city and discussed next steps including demolition and deed restrictions tied to a pending zone-change request for nearby 137 Linden Avenue.
Alderman Green moved to send title for 135 Linden Avenue back to the city; the motion was seconded and carried with no opposition or abstentions recorded. Staff said the draft purchase contract requires the buyer to demolish the structure at their cost, and the lot will remain a separate parcel with a deed restriction preventing new construction on that site as part of the contemplated redevelopment of 137 Linden Avenue. Staff reported that the owner of 137 Linden is in favor of moving forward and that neighborhood meetings have shown support for the plan.
Agency staff provided updates on other properties in the CDA portfolio. Staff reported that 168 Linden was being marketed for sale with Pathstone listed as the marketing agent and that an appraisal had been completed. The agency reported that 54 Washington has submitted insurance and lead-disclosure documentation and is near a closing date, and that exterior wall reconstruction work at the Severn Jinang property is underway.
Separately, staff described a state program called Move in New York, a grant opportunity focused on modular/manufactured homes. Staff said the program requires identification of a minimum of 10 lots under city control and estimated an approximate per-unit build cost around $250,000; the agency plans to evaluate vacant parcels and decide whether to apply. Staff indicated Patty will report back to the board with more details and that staff would circulate information to the full board before the next meeting.
The transfer of 135 Linden will proceed to the city consistent with the resolution passed at the meeting. The board did not take final action on zoning; staff indicated a separate zoning process and a future council vote will be required for any zone change for 137 Linden Avenue.
