Carroll County authorizes up to $31.5 million bond sale to reimburse projects and fund fire loans

The Carroll County Board of County Commissioners on Oct. 9 authorized the issuance of up to $31.5 million in tax‑exempt bonds to reimburse previously incurred capital costs and to fund selected projects including public safety, school projects and public works.
County staff and bond counsel told the board the county will hold the bond sale Nov. 20 and will seek a credit rating and publish a notice of sale beforehand. The resolution authorizes a not‑to‑exceed amount for the offering; staff said the actual amount sold will depend on the bids received and that premiums or discounts may reduce the final proceeds required.
Included in the preliminary project list is $1.5 million earmarked for loans to volunteer fire companies (a $1 million loan to New Windsor Fire Company and $500,000 to Winfield Fire Company were identified as intended reimbursements). County staff said most projects are reimbursement for prior work and that the county prefers reimbursement issuance to prefunding when possible.
Bond counsel reviewed the mechanics of the authorization and noted the resolution includes a form of bond and a form of the notice of sale; staff said the county will return to the board after the Nov. 20 sale to present the winning bid and request final approval to issue.
Commissioners approved the resolution on an aye vote. Staff said they will advertise the sale in municipal finance publications and report back with bid results following the sale.
