The Lee's Summit City Council on Sept. 9 unanimously approved a package of ordinances authorizing several equipment purchases, a multi‑year software subscription, an intergovernmental dispatch agreement and budget amendments.
The council voted 7-0 to adopt bills including: a Workday labor‑optimization subscription (bill 25-162) not to exceed $180,090 over nine years with $21,174 budgeted in fiscal year 2026; the purchase of three fully equipped dump trucks under equipment purchase contract 2023-016-1 and cab-and-chassis contract 2025-044 (bills 25-163); acquisition of a JAA‑6000 WH easement machine under contract 101221‑SCA (bill 25-164); an EnviroSight Rx SAT11 combo CCTV sewer camera truck for $495,077.81 via contract 120721‑SCA (bill 25-165); and an intergovernmental agreement to provide certain dispatch services to Sugar Creek (bill 25-166).
Council also approved an agreement with Emergency Management Partners, LLC (EM Partners) for $115,365 to create the city's emergency operations plan and corresponding emergency operations center guidebook (bill 25-167), and adopted budget amendments for the 2025 and 2026 fiscal years (bills 25-168 and 25-169). The council approved two grant agreements with the Missouri Department of Transportation Traffic and Highway Safety Division under bill 25-170.
Motions were made and seconded by council members during the meeting; multiple motions were moved by Councilmember Lovell and seconded by Councilmember Carlisle or others, and each listed ordinance vote was recorded as passing 7-0. For example, Councilmember Lovell moved second reading of bill 25-162 and later moved its adoption; Councilmember Carlisle was commonly recorded as the second on many motions.
The ordinances authorize the city manager to execute related documents and, in some cases, permit subsequent renewals. Several purchase motions cite specific contract numbers; the CCTV truck motion identifies the $495,077.81 purchase price and contract 120721‑SCA in the ordinance language.
No council discussion or dissent was recorded in the council minutes for these items; each motion that reached a vote passed unanimously.
Council members who made or seconded motions during these agenda items included Councilmember Lovell, Councilmember Carlisle, Councilmember Hodges, Councilmember Rader and Councilmember Funk. The meeting record shows all ordinance votes as 7-0.
The approvals move forward planned equipment upgrades, software subscription services, an emergency planning contract and intergovernmental dispatch services; the agenda items list funding sources and contract numbers in the ordinance language, and the adopted budget amendments amend authorized expenditures for the city.
