Defense raises medical-care and transport concerns after inmate found unconscious; court schedules follow-up for Jarvis

"He was found in a veil unconscious with a large gash in the back of his head. He was taken to the emergency room at Lake Cumberland Regional Hospital. 9 staples were required to close the wound," defense counsel said on the record, and added the jail had failed to provide prescribed medications. Counsel urged the court to consider home incarceration with electronic monitoring at the daughter's camper so she could transport him to medical appointments and ensure medications were administered.
Prosecutors and the court questioned whether Jarvis had previously complied with bond conditions. The Commonwealth noted Jarvis had multiple prior bond violations and expressed concern about reinstating bond without additional safeguards. The judge declined to immediately grant a bond-reinstatement motion and instead set a schedule for additional time to investigate and for counsel to consult with Jarvis and his family about out-of-custody options.
The court set a status date and allowed 60 days for defense counsel to pursue options and meet with client and other counties' counsel; the court said the matter would return to the calendar on Dec. 4 and remain on the docket Nov. 6 for interim status. The judge asked counsel to coordinate on transportation orders, competency or medical evaluations as needed and said he would not release an individual on bond if medical/competency questions remained unresolved.
Ending: The court did not reinstate bond that day; it scheduled further review and ordered counsel to provide information on proposed home incarceration and transportation arrangements before the next status hearing.
