Stormwater: The commission adopted an ordinance and companion resolution imposing stormwater assessments in specified neighborhoods (listed in the ordinance as St. George, West Kendall, Broad State/Bridal Estate and Schwabshaw in the record) and authorized an automatic Consumer Price Index adjustment mechanism. During public comment staff said the ordinance uses a 2.5% CPI increase written into the ordinance; the commission approved the item by roll call, 4-0.
Garbage/refuse/recycling: The commission adopted ordinances to collect non‑ad valorem garbage assessments for the same identified areas and approved rate adjustments tied to the waste-management contract; staff told commissioners the contract extension and pricing produced a 5.39% rate increase for the service. The garbage assessment ordinance and resolution passed 4-0.
Nuisance abatement: The commission adopted a uniform collection method for nuisance‑abatement charges (city self‑help remedy costs under city code chapter 10) to be billed on property tax rolls; the city adopted the related ordinance and resolution by 4-0 vote.
Fire‑rescue assessment: The commission read and adopted an ordinance and resolution confirming the preliminary rate resolution and reimposing the fire‑rescue assessment for FY2026. Finance staff and the deputy city manager told the public the fire fee will remain unchanged at $6.60 for the year; commissioners approved the measures 4-0.
Why it matters: These non‑ad valorem assessments and fee changes are billed on property tax statements or implemented by contract and fund discrete services. The CPI linkage in the stormwater ordinance and the contract-driven garbage increase are mechanisms that will adjust future bills without separate annual rate‑setting votes unless the commission acts to change them.
All the ordinances and companion resolutions were adopted by unanimous roll call. Staff and commissioners noted the items will be implemented for the fiscal year commencing Oct. 1, 2025.
