The Mendocino County Zoning Administrator approved an administrative permit Oct. 9 allowing temporary occupancy of a trailer coach on a parcel at 4627 Felice Creek Road while a detached garage is converted into a single-family residence, county staff said.

Staff planner Marco Rodriguez told the Zoning Administrator the request is “an administrative permit for temporary occupancy of a trailer coach during the conversion of a garage into a single family residence.” Rodriguez said the temporary occupancy would end “upon issuance of a certificate of occupancy for the new residence or expiration of the 2 year limit, whichever occurs first.” The Zoning Administrator approved the permit “subject to the findings and conditions as contained within the resolution.”

The subject parcel is approximately 8.56 acres and is addressed at 4627 Felice Creek Road, about 4.35 miles northwest of Hopland on the southwest side of Felice Creek Road, assessor’s parcel number 047-040-32, Rodriguez said. The project was referred to applicable agencies on June 9, 2025; staff reported there were no noteworthy responses. Staff also found the project “to be categorically exempt from further review under CEQA per California Code of Regulations section 15304 for minor alterations to land, class 4(e).”

Applicant Shoshana Dutton, speaking for herself and her husband, said they were unfamiliar with the process and thanked the hearing: “My husband and I just wanted to say thank you for your consideration.” No members of the public spoke during the public-hearing period.

The Zoning Administrator’s approval is subject to the findings and conditions listed in the county resolution and the time limit specified by staff. County staff told the applicants that planner Marco Rodriguez will be in touch about next steps and permit implementation.

The hearing lasted about four minutes and included the staff presentation, brief applicant remarks and the administrative approval. No votes by a board were recorded; the permit was approved administratively by the Zoning Administrator.
