Planning commission backs rezoning, special-use and design exceptions; council approves consent items including lighting and trail contracts

The Planning and Zoning Commission met Sept. 10 and recommended approval on four land-use requests, each by 7-0 votes, a commission member reported at the Sept. 15 Cape Girardeau City Council meeting.
"First of these being 815 Themis Street rezoning," said the commission's spokesman, identifying the site between Pacific and Ella Streets and saying the application requested a rezoning from "see 1 general commercial to r u n d residential urban mixed entity" with a recommendation for approval. "Recommendation is for approval with the 7 in favor 0 in opposition on this 1," he said.
The commission also recommended approval for a special-use permit at 401 and 415 South Sprigg Street to allow a vehicle tire sales, service and repair facility, subject to the conditions listed in the staff report. A request for an exterior parking-lot landscaping exception at 3265 William Street sought 11% landscaping where 15% is required; the commission recommended approval provided the final design is subject to city-staff approval. A driveway-exception request for 1111 North Mount Auburn Road was recommended for approval conditioned on designating the northern driveway as entry only and the southern driveway as exit only, with pavement markings and signage.
At the council meeting, City Manager Dr. Haskin reviewed additions to the consent agenda: an agreement with Musco Sports Lighting LLC for equipment and installation at the Shawnee youth complex, a contract with Apex Paving for Cape LaCroix Trail enhancements, and acceptance of water-main improvements to serve Gibson Business Center at 1112 Linden Street.
The council approved the consent agenda by voice vote. The consent items as read into the record included several bills and resolutions: Bill 2,595, an ordinance amending Chapter 30 of the Code of Ordinances to change zoning for certain properties to the Central Business District; Bill 2,596, an ordinance amending Chapter 30 related to an R4 medium-density multifamily residential district; a resolution authorizing the city manager to execute an agreement with Musco Sports Lighting LLC for the youth sports-complex lighting project (Bill 2,598 in the reading); and a resolution authorizing an agreement with Apex Paving Company for Cape LaCroix Trail enhancements (Bill 2,599 as read). The council recorded no separate public discussion on the consent items during the meeting.
No new ordinances were pulled for separate discussion that evening, and staff said the water-main acceptance concludes that particular construction item as ready for formal acceptance.
