Department staff said the plan meets conditions the commission set in May 2025 to address noise and neighbor impacts: the court will have a solid end fence and supplemental landscaping to reduce sound toward the nearest neighbor, the court will be set below the first‑floor level of the dwelling, grading and stormwater measures are in place, and lighting complies with the city’s outdoor lighting standards and will be on a timer that turns lights off no later than 9 p.m.
The commission emphasized the approval is for private use by the homeowner and guests only; use for organized team or club activities is prohibited under the approved plan. Staff said the owner must acknowledge the restrictions on the plan documents as part of final authorization.
Commissioners voted in favor by roll call; staff will place the homeowner’s agreement onto the final plan and issue authorization after confirming compliance with the listed conditions and applicable codes.
