The Planning and Zoning Commission held a public hearing Oct. 6 on a rezoning request for 16828 Manchester Road to amend an existing CA plan commercial district to allow a single‑family dwelling while retaining provisions for professional offices and to extend the deadline for connection to public sanitary sewer.
Applicant Tom North (appearing as Mr. North) described the building’s history as a former Allstate office and a three‑bedroom, two‑bath house with an attached two‑car garage; he said owners seek flexibility to use the property residentially if a commercial tenant cannot be found. North told commissioners the property is served by an individual household treatment system because connecting to Metropolitan St. Louis Sewer District lines would require easements and bore work across adjacent parcels and would likely be more costly than the property’s value.
Department of Planning staff explained the nearest public sanitary sewer follows a drainage tributary near the former New Community Church site and that connecting the property would likely require easements across the mosque site or adjacent property and crossing Manchester Road or constructing a longer off‑line connection via the 7 Villages at Cherry Hills. Staff also noted the commission previously granted an extension on sewer connection in 2003 and subsequently renewed it.
Members of the commission asked about surrounding land uses and whether mixed use or neighborhood general designations already allow similar flexibility; staff said neighborhood general allows mixed use and the city has previously allowed mixed‑use and residential conversions along Manchester Road in limited sections. After public comment and staff presentation, the commission closed the public hearing; no vote on the rezoning request was taken tonight. The department will include public comments and its analysis in a formal recommendation for commission consideration at or after the November meeting.
