Commission grants conditional use permit for equestrian boarding and training at Clouds End

The Planning and Zoning Commission on Oct. 6 granted a conditional use permit to Fields at Clouds End LLC to operate a boarding and training facility, including an indoor riding arena, on about 18 acres on Babler Park Drive.
The Department of Planning recommended approval, saying the property is in an area with several existing horse facilities and proximate to Babler State Park, which also allows equestrian use. Staff’s review authorized up to 45 boarded horses and included conditions addressing hours of operation and exterior lighting.
Petitioner Sherholtz (spelled Sherholtz in the record) addressed the commission during the public comment session and reiterated the project intent to be an “elite equestrian facility for the city of Wildwood,” saying the owners are willing to meet the conditions the commission required. Staff described proposed hours as seven days a week from 6 a.m. to 10 p.m. and noted the facility would not generally provide riding time for the general public but would include training and boarding activities.
The commission voted to approve the CUP; roll‑call showed support from all voting members present. Conditions included limits on lighting, which staff said were intended to preserve the rural, dark character of the area, and compliance with site engineering and stormwater requirements.
The CUP approval is an authorization for the use; site construction, building permits and engineering approvals remain required and will be reviewed by city staff before operations begin.
