The Pullman School Board of Directors discussed emergency-rule revisions to student-discipline policy 3241 on Sept. 10, following guidance issued by the Washington Office of Superintendent of Public Instruction (OSPI).
Superintendent Dr. Maxwell told the board the July 11 rules from OSPI simplify policy language and clarify definitions that had caused confusion under the prior framework. He said the revisions reorganize some language, add clarifying passages about discretionary and nondiscretionary discipline, and relocate portions of the policy rather than introducing wholly new requirements.
Board members reviewed proposed changes in the discipline matrix and language about student responsibilities and the development and periodic review of disciplinary policies. Dr. Maxwell said the district already uses segregated data in policy development and that the policy edits largely reflect that practice. He identified the shift to the 2022 instructional framework elsewhere in the district as a separate but related update.
