The Richland County Natural Resources Committee approved a conditional-use permit Thursday to temporarily place a tiny manufactured home on a family parcel after the Board of Adjustments granted a size/placement variance.
Scott and Tracy, the property holders, told the committee the unit is a 28-by-8 trailer built this year with a small house structure on it; it is movable and will hook to the existing well and septic at Scott’s property. Staff said the septic capacity is adequate and that the township approved the placement. The Board of Adjustments had approved a multi-year variance; staff reported the BOA decision had occurred the prior Thursday and that minutes would be added to the county file.
Committee members supported the placement but used the discussion to flag a policy task: the county’s ordinance does not clearly distinguish “tiny homes,” park-model units and manufactured/mobile homes, which creates permitting ambiguity. Members asked staff to draft clearer definitions and possible ordinance updates so future permits are processed consistently.
The committee voted to approve the CUP on a voice vote and directed staff to include the BOA minutes in the project file and to prepare suggested definition language for upcoming ordinance updates.
