The Columbia Planning and Zoning Commission voted on Aug. 21 to approve a short-term rental conditional use permit for 2613 Creasy Springs Road (case 266-2025), permitting up to six transient guests and up to 210 nights of rental per year. Commissioners recorded unanimous yes votes among those present and forwarded the recommendation to city council.
Staff reported the 0.83-acre R‑1 site has adequate off-street parking for the requested occupancy, is not the owner's primary residence, and is situated with a towing business parcel to the north and Boone Quarry to the west. Staff said three parcels within 85 feet include rental uses and that one code violation related to an illegal rental operation is currently being resolved elsewhere.
Owner Ashley Ann Perry told the commission she owns the subject property and also purchased the adjacent towing business property (Doug Barry Towing) as a buffer to avoid living next to a tow yard. “It came up for sale, and we kinda bought it as a buffer for us,” Perry said. She said the tow operation is not currently active and that quarry activity in the area has been intermittent.
Staff said the designated agent for the property lives in Columbia and is about seven miles (roughly 13 minutes) away. The staff report recommended approval citing conformity with the Unified Development Code and availability of adequate parking and services.
Commissioners emphasized that enforcement relies on verifiable complaints and encouraged clear operational practices by the owner—such as guest screening and signage—so neighbors can document issues if they arise. The permit will move to city council as the commission’s recommendation.
