Public Works staff presented a master plan for the city operations center to the council on Aug. 18 that identifies facility needs to support the city’s expected 20‑year growth and operations. The architect estimated a full buildout cost above $20 million and recommended a phase‑1 package of roughly $10 million that would focus on warehouse/shops and an administration addition.
Public Works staff outlined a site concept that preserves a wetland area while concentrating new shop, storage and mechanic facilities in the rear of the site and an admin/training expansion in the front. The long‑range plan envisions a new fleet maintenance building with a wash bay, evidence storage, covered parking, shop warehouses and a possible fueling station location reserved for the future.
Staff said the architect is completing a final report and that the city already has design funds in the 2025 budget for next steps. Staff described procurement alternatives that could accelerate delivery and potentially lower risk, including design‑build and general‑contractor construction manager (GCCM) approaches; both require state approvals.
