Council clears first reading to vacate alley for franchise development near 74 Highway

The Cape Girardeau City Council approved a first reading to vacate a portion of an alley right-of-way just north of Shawnee Parkway between 549 South Sprague Street and 542 South Ellis Street to allow a franchise store development, staff said.
City staff explained the alley vacation covers about 172 feet north of Highway 74 and is required for the proposed development at 549 South Sprague. The council previously approved a zoning change for the site to the Central Business District to allow the project to move forward; staff said the vacation is the next necessary step for the developer. "This vacation needs to be, proceed if possible, and staff recommends the vacation," a staff presenter said.
Councilmembers spoke positively about redevelopment and adjacent improvements in the area — including a recently opened police substation and new restaurants — and the council approved the first reading by voice vote. The ordinance will return for a subsequent reading before final adoption.
