The Cape Girardeau City Council on first reading approved an ordinance to change the zoning of a property at 815 Themis Street from C-1 (General Commercial) to R-UMD (Residential Urban Mixed Density) after a representative for the owners said the heirs wish to market the property for residential use.
Attorney Dale Gearacki (transcript: Dale Gear Aki) addressed the council as counsel for the McKinney family, which holds the property in trust and asked to be available for questions. City staff explained the property is currently commercially zoned though it has been used as a single-family home; the owner’s heirs seek residential zoning to broaden the marketability of the lot.
Staff noted the entire block is zoned C-1 and has been so since at least the 1970s, and the city plans outreach to neighboring property owners to determine whether other residences on the block want rezoning or a different residential district that better matches any home-based businesses. Councilmembers discussed the parcel’s current appearance and whether rezoning other lots on the block would be appropriate; staff emphasized they would consult each property owner before recommending broader changes.
