Board affirms sufficiency of textbooks and instructional materials for 2025–26 programs

The San Bernardino County Board of Education held its annual public hearing Sept. 8 and adopted a resolution finding that county‑operated programs meet state requirements for sufficiency of core instructional materials for the 2025–26 school year.

Student services staff told the board that county programs provide grade‑level materials in English language arts, math, science and history/social science, and that English learners and students with IEPs receive materials aligned to their needs. The county’s Student Services program manager confirmed the office had completed the online survey required by the California Department of Education and had preserved a copy of the narrative required for submission.

During discussion Trustee Amber Lou asked whether the resolution included fee‑for‑service students (students served under district IEPs). Student Services staff confirmed the sufficiency attestation covers all county students, including fee‑for‑service students whose materials are aligned to their individual education plans. Trustee De Leon said she could not support the resolution because she had not received the full list of materials in the board packet and questioned whether the public hearing was held outside “school hours,” a statutory condition; the board adopted the resolution over that objection. The office indicated the list of core materials and related appendices is available on the public webpage and staff will continue to ensure the documentation is posted.
