Clatsop County approved a quitclaim deed to remove the county’s reversionary interest in a parcel transferred to the City of Seaside for the Pacifica Apartments affordable housing project, enabling the project to close on low-income housing tax credits and Oregon state funding.
Melissa Gertler, housing manager, told the board the county transferred the parcel (referred to as the “North 40” in prior records) to the City of Seaside in 2022 for affordable housing. To complete the financing, the county must remove a reversion clause that would return the property to the county if it ceased to be used for affordable housing. Gertler said the tax credit and state funding agreements will ensure long-term affordable use even after the county’s reversionary clause is removed.
The board approved a motion to authorize the quitclaim deed. Commissioners thanked project partners; Mayor Wright of Seaside called to express appreciation during the meeting. County staff said the project is scheduled to break ground in early November and that invitations to commissioners will be sent.
The motion was approved by voice vote; the motion carried.
