Council committee forwards FAA/MoDOT grant and $9.5 million terminal construction award for Lee's Summit airport

The Lee's Summit Public Works Committee on Sept. 8 forwarded to full council a state block-grant amendment and recommended a construction contract award for the new general aviation terminal at the Kansas City Lee's Summit Regional Airport.
Grant and funding details: Mike Anderson, deputy director of public works operations, said staff obtained a Missouri Highways and Transportation Commission amendment to a state block grant (project 23-109A-1) that covers eligible common/public spaces in the new terminal. Anderson described the grant amendment amount as $4,775,534 and said the grant covers a 95/5 split for eligible spaces; he emphasized that certain business-specific spaces are ineligible for federal funding and that the city remains responsible for a substantial share of the total building cost. "This grant is for ... $4,775,534 with a local match of $251,003.44," Anderson said. He added that the grant "only builds us about half the terminal" and that the city will fund the remaining ineligible spaces.
Construction award: The committee considered an ordinance to award construction for the terminal project (project number 17932172) to Civic Elite Contracting for $9,512,672.65 and to authorize the city manager to execute the agreement. Anderson said Civic Elite submitted the lowest responsive bid, provided references and that the city's engineer and MoDOT recommended award. The committee moved the item to full council for approval; the roll call vote on the motion was recorded as aye by Chair Pryor and Council Members Rader, Carlisle and Hodges.
Context and next steps: Joel Arrington, airport manager, updated the committee on a separate SASO (specialized aviation service organization) agreement for MG Aviation Innovations LLC to perform maintenance, inspection and repair services at the airport; the committee forwarded that five-year SASO agreement to council. Anderson said the city has engaged an economic-impact study from CMT to measure airport returns; staff cited a 2012 MDOT study that then-estimated the airport generated about $9.2 million annually to the local economy but said an updated analysis is pending.
No final contract execution will occur at the committee level; both the grant amendment acceptance and the construction-award ordinance were forwarded to full council for final approval.
