La Porte rejects quotes for Perry Street drainage project; staff to rebid

The Board of Public Works and Safety on Oct. 7 rejected three contractor quotes for the Perry Street storm sewer, drainage and pedestrian improvement project after staff reported all quotes exceeded the $150,000 statutory threshold for quotation-based procurement.
Staff said three quotes were received — Reath Riley Construction at $229,057, Milestone Contractors at $259,948, and Pavey Excavating at $283,895 — and that because the estimates exceeded the $150,000 limit set by state statute, the project cannot be awarded on quote alone. The board voted to reject the quotes and directed staff to rescope the work and either requote or put the project out for public bid so it can be awarded legally and, if possible, completed in the current construction season.
“All of our quotes were over. We our projects generally will quote up to a $150,000, and that's state statute. We combined 2 projects where we're doing sidewalk and ramp work with storm sewer work. Our estimates were right at that 150. All of them came in over,” staff said during the discussion.
A motion to reject the quotes and proceed with a public bid passed. Staff indicated the intent is to rebid promptly and, if necessary, rescope to keep the work on this year’s schedule.
