Apopka council declines Orange County's expanded Golden Gem Road transfer proposal

The City of Apopka on Aug. 6 declined Orange County’s amended interlocal agreement that would have expanded the segment of Golden Gem Road the county asked the city to accept.

"The city is under no obligation to take ownership," Jean Sanchez, community development staff, told the council as she outlined the history of negotiations and the cost implications of the county’s proposed increased terminus.

Why it matters: Golden Gem Road is functionally classified and carries regional traffic; the roadway is substandard and requires a full reconstruction, including stormwater and right‑of‑way work. Sanchez told the council the city already has design work about 60% complete for the northern segment it agreed to accept; Orange County’s proposed extension adds about 1,300 linear feet and increases estimated project costs by about $2.8 million at current dollars.

Discussion and council concerns: staff said the extension would raise both initial construction and long‑term maintenance obligations without County funding. Commissioners and residents stressed safety and infrastructure concerns; property owners and developers in the area have paid impact and mitigation fees that affect future development. Council action: Commissioner Nesta Smith moved that the council not accept the amended interlocal agreement as proposed by Orange County; the motion passed unanimously.
