City of Tigard staff told the development forum that the city has launched a Community Development Hub to centralize permits and project records and that it is advancing a multi‑topic community plan for the River Terrace expansion area.
Sam O'Kirkman, community development director for the City of Tigard, said the Community Development Hub went live in July and currently supports trade permits and inspections; the goal is to migrate all planning, building and engineering permits into the portal by the end of the fiscal year and to allow access to prior applications. “Our goal is by the end of the fiscal year to have all of our permits through planning, building, and engineering accessible through the portal itself,” O'Kirkman said.
O'Kirkman described River Terrace 2 as a 500‑acre expansion area south of Schulz Ferry Road and west of Roy Rogers, for which the city is developing a community plan covering housing, transportation, infrastructure, parks, natural resources and equitable funding strategies. He said the city is targeting code updates in 2026 with adoption hoped for in fall 2026; council briefings are scheduled Oct. 28 and Nov. 4 on housing, natural resources and parks topics.
Tigard staff also noted downtown code work—Tigard Reimagine and Tigard Made—and said the city is pursuing a comprehensive economic development strategy update and community engagement for a 12‑acre parcel in the Tigard Triangle. No ordinance votes were taken at the forum; staff presented timelines and encouraged developer engagement.
