Richland County approves one-year inmate-meal contract with Summit Foods after receiving two bids; jail passes GL inspection

For cost reasons the committee approved moving a one-year contract with Summit Foods forward for county-board consideration; the presenter said they preferred a one-year term to allow exploring further cost-saving options for 2027.
Julie moved the motion and Chip seconded it; committee members voted in favor with no recorded opposition and the item was forwarded to the county board. The presenter noted a typo in the draft resolution (the contract year was listed as 2025 and will be corrected to 2026 before submission).
Separately, the committee heard the jail recently completed a GL inspection. The presenter thanked Administrator Clements and jail staff, reporting a clean inspection with no violations and only documentation improvements suggested.
Why it matters: the inmate-meal contract is a recurring operations cost in the county budget; a substantial difference between bids could materially affect the 2026 budget. A clean GL inspection reduces regulatory and operational risk for the jail.
Decisions: the committee voted to forward a one-year Summit Foods contract to the county board for approval and instructed staff to correct the contract-year typo in the resolution. No dollar figure for the Summit Foods bid was provided in the meeting packet; the presenter gave a comparative estimate of the other bid being about $500,000 annually.
