Emergency management seeks LEPC funding, grant-resolution before October; NG911/GIS funding timeline shared

An unnamed emergency management director told the Richland County Public Safety Committee on Oct. 3 that the office must close out 2025 deliverables, update the Integrated Preparedness Plan (IPP) through 2028 and conduct a countywide survey to set 2026 priorities.
The director said they will finalize ten hazardous-material (hazmat) facility off-site plans, call a Local Emergency Planning Committee (LEPC) meeting and review a Vernon County hazmat team invoice for $2,500. The director said that line item needs to be in next year’s LEPC budget to avoid a lapse of team coverage.
On grants, the director said they are preparing an application for the Emergency Preparedness and Response (EPCR) grant for 2026 and that, to accept those funds, the county must have a resolution in place. “I need to find out if we have it what we've got from previous years updated for this year and get at least the EPRA part of it,” the director said in the meeting. Committee members discussed which committee should move such a resolution to the county board; the director and other members indicated the Public Safety Committee should act and then the county board would accept the resolution.
The director said the P7 NG911 application was submitted and that statewide there is $14 million identified with $2 million unallotted; additional NG911-related GIS funding (described in the packet as NG901/GIS grant) is expected to be released Jan. 15 with funding available by June 1 and another funding period starting in 2027.
Why it matters: the acceptance of grant funds and budget line items affects county emergency capabilities and multi-county hazmat-team coverage. Missing a required county resolution by the grant deadline could prevent the county from accepting state grant awards.
