The Building Code Council discussed whether single‑exit residential buildings taller than three stories should be required to use a full NFPA 13 sprinkler system rather than a 13R system, focusing most sharply on four‑story buildings that the draft proposal would newly permit to use the single‑exit option.
Council members said the full 13 system provides broader sprinkler coverage — including attics, closets and higher water‑density discharge — while 13R is limited to a lower density and does not always protect attics or small closets. Ardel, presenting the draft language, read the proposed requirement: “the building shall be equipped with an automatic sprinkler system in accordance with section 9 0 3 3 1 1.”
The question before the tag group was whether to require full NFPA 13 for all single‑exit buildings that are four stories or taller, or to permit 13R at the four‑story threshold and require full 13 only above that. Fire officials on the call said the 13R standard is tested and permitted up to and including four stories under model codes but yields a lower water discharge density; the full 13 system doubles discharge density and provides attic and room coverage that more reliably controls fires.
Some members emphasized cost tradeoffs for developers: using a full 13 system increases sprinkler scope and water demand, while removing a second stair saves floor area and construction cost. Fire officials noted cost reductions available under full 13 because nonmetallic piping (CPVC) may be permitted.
There was no final vote. The group agreed to mark the four‑story sprinkler decision for further discussion (highlighted in the spreadsheet). Several members expressed support for the safety gains of a full 13 system for four‑story single‑exit buildings, while others asked staff to document cost impacts if the group instead allows 13R at four stories.
Looking ahead, members said the choice of sprinkler standard is one of several interdependent concessions (stairs, corridor rating, detection) that they will revisit when they make motions on the proposal as a package.
