A first reading of an ordinance proposed by Commissioner Moyer to increase Board oversight of Preschool for All (PFA) advisory groups was tabled after commissioners agreed to hold a public work session in early November to examine the program’s advisory structure and implementation plans.
Moyer said the ordinance was intended to increase transparency and give the board a stronger role in evaluating the PFA technical advisory group (TAG), the policy advisory group (PEG) and the board‑appointed PFA advisory committee. “In order to provide that oversight and build public confidence in our preschool program, commissioners need a larger role,” she said, asking for details on a full implementation plan and ongoing operating costs before changes to the revenue mechanism are considered.
Public testimony included remarks from Family Forward’s Marchelle Palikini supporting stronger board involvement and urging TAG to focus on fully funding the program. Commissioners agreed a work session was a better immediate step. Commissioner Moyer moved to indefinitely table the ordinance; the motion was seconded and passed. Staff reported the board work session is scheduled for Nov. 6.
Commissioners described topics they want addressed at the work session, including the current scope of TAG and PFA advisory processes, deliverables for consultants, the path to universal implementation by 2030, provider rates, slot projections and supports for providers. Commissioner Singleton noted the board had previously agreed to an assessment process tied to indexing and urged that the Board follow a public, substantive review. Several commissioners emphasized the need for clear timelines and public discussion before any vote on revenue or program changes.
The motion to table was approved by roll call; no change to PFA policy was adopted at this meeting. The work session will be an opportunity for commissioners, staff and community members to review TAG deliverables and the PFA advisory committee’s role before the board considers further action.
