Committee approves Shipyard District benches and trash receptacles, to be installed under a revocable occupancy permit using ARPA funds

The Improvement and Services Committee on Sept. 10 approved a request from Shipyard District Incorporated to install benches and trash receptacles in the public right of way along South Broadway and to enter into a revocable occupancy permit with the City of Green Bay.
Public Works staff said the city would install the benches and receptacles and provide trash collection; Shipyard District will pay for the fixtures and handle routine maintenance (repainting and repairs). Committee members confirmed the project is funded through $25,000 in ARPA funds previously authorized for streetscape enhancements within the district. "The ARPA actually went to them," a committee member stated during discussion about funding and past approvals.
The committee discussed whether such permits should routinely be delegated to staff to speed approvals; staff and members agreed to consider a clearer internal policy defining which small streetscape items can be approved at the staff level. A motion to approve the revocable occupancy permit and enter into the agreement passed by voice vote and will go to the full Common Council on Sept. 16.
