Committee awards $461,956 contract for Triangle Hills snowmaking utilities; storage building deferred

The Improvement and Services Committee on Sept. 10 approved awarding a $461,956 contract to Advance Construction Inc. for underground utilities (water, sanitary, electric) to support snowmaking at Triangle Hills Sports Area.
Dan (a Public Works staff member) told the committee the project was rebid after an earlier full bid, including a building, came in at about $526,000 and the city lacked full funding. "We pulled the building out of the mix and rebid it with just the underground utilities," Dan said, explaining the current contract covers utility work only and does not include the storage garage. He said the existing tube storage can hold snow cannons but not the grooming tractor, which staff would move by trailer or leave on-site protected.
Funding for the award comes from a $350,000 bond allocation plus roughly $6,000–$7,000 in leftover ARPA funds from earlier equipment purchases and additional bond balances from completed projects, staff said. If the contract is awarded, utilities work was expected to be completed by November and staff said snowmaking could begin in early December. If the contract were not awarded, staff would use a temporary above‑ground water hookup and generator as was done the prior year.
Committee members who spoke expressed support for awarding the contract to avoid temporary workarounds and to reduce season startup risk. A motion to approve passed by voice vote and will be forwarded to the full council for final action as required.
