Committee recommends annexation and city zoning for parcels near Frontier Mall Drive

The Public Services Committee on Aug. 18 recommended that City Council approve an owner-initiated annexation of two parcels northeast of Frontier Mall Drive and Routier Avenue and apply the city’s Community Business (CB) zoning to the newly annexed land.

The move matters because annexation brings the parcels under city land-use rules and utilities. Mr. White, Planning and Development Department staff, told the committee the parcels are adjacent to city limits and that water and sewer are available in the area. He said the annexation came from the property owner and that “there hasn't been any public comment besides the one phone call I had ... they were in support of it.”

Mr. White said the parcels were previously platted and zoned in the county as Community Business; applying the same CB zone on annexation would carry over the county designation into city code. No members of the public offered new comments during the committee hearing and the committee moved the item forward by voice vote for Monday’s council meeting.

The committee heard both the annexation ordinance and the corresponding zoning ordinance on second reading together. The committee chair asked for public comment and none appeared in person or online for these two items. The procedural votes were taken by voice; the committee’s recommendation to City Council will be to approve both the annexation and the corresponding zoning on second reading.

At the committee meeting Mr. White was the only staff presenter on these items and he was available to answer questions; committee members asked none. Because the action before the committee was a recommendation to Council, final approval will occur at the Council meeting scheduled for Monday night.
