Planning staff told the Delaware County Metropolitan Planning Commission that the regional MPO’s fiscal‑year 2026 allocation came in at $3,389,595 and described several county projects and procedural updates that will affect local transportation and land‑use planning.
The staff report, presented at the commission meeting, listed current permit activity through August: 124 building permits, 175 electrical permits, 65 HVAC permits, 60 plumbing permits, 47 certificates of occupancy and 39 demolition permits, for a total of 580 permits; total permit fees collected were reported at $117,004.09. Staff also reported 1,088 inspections completed through the end of August, broken down by discipline.
On transportation programming, staff said the MPO allocation will be programmed to local public agencies for road and bridge projects; staff described two preventative maintenance hot‑mix asphalt overlay projects—Tillotson from Kilgore to McGallier reported as a $3,400,000 project and McGallier from Granville to the bypass reported in the staff remarks as $2,300,000,000 (staff did not clarify whether the second figure contained a transcription error). Staff also said two new projects added to the 2026–2030 TIP are roundabouts at Cowen and Fusen Road and at Tiger Drive and River Road.
On land‑use work, staff said the county pond ordinance is in final review by the county’s consultant (Certus) and will be presented to county commissioners for approval as part of the Delaware County code. Staff also announced completion of the Delaware County ADA Transition Plan, a three‑year document prepared by the consulting firm American StructurePoint; staff said the plan (about 208 pages) documents assessments of county buildings, recommends updates, and includes cost estimates.
Staff noted that the solar ordinance the commission reviewed last month will be heard by county commissioners at their Sept. 15 meeting; any changes identified by the commissioners will be addressed afterward. County budget hearings were also under way, and staff said the department presented its budget to county council and expected council to finalize the county budget by the end of the month.
No formal commission action was taken on these staff reports; staff asked commissioners to direct questions to the office as needed and said staff will report back on budget and ordinance decisions as they progress.
