Staff called attention to a capital call from ATC in the prepayments that exceeded $500,000, saying it was the third capital call this year and that total capital calls in 2025 now exceed $1,300,000 while cash distributions to the utility totaled a little less than $500,000 to date. Staff also noted overtime is elevated, generally in the 3–5% range, driven by bridge/ outage work, water‑main projects and increased running of the power plant on weekends and nights to capture MISO market revenue. The presenter said the revenue side is receiving MISO payments but that higher operating hours increase labor costs that ultimately flow back to the customer base.
A motion to approve bills and payroll was made and seconded; the chair called for a voice vote and the motion carried.
